History:
Two years after the first car appeared on Dutch roads, the first license plates (then referred to as driving permits) were installed on some cars in 1898. This made the Netherlands the first country in the world to introduce a national license plate.

The initial series of license plates ranged from 1 to 14, omitting the number 11 which was considered unlucky. Documents show that by August 8, 1899, this first series of numbers had progressed to 168. Seven years later, on January 15, 1906, the last driving permit (number 2065) was issued. From that point onward, both vehicle and driver had to possess a driver’s license as well as a number license. This number license, which can be considered the new license plate, was organized by a provincial system. Each province received its own letter. This system functioned until after World War II.

Initially, the first license plate numbers were linked to a province, because motorists generally stayed within their province. But as traffic began crossing provincial borders, it was decided to centralize the administration, which led to the creation of the RDW (formerly the Rijksdienst voor het Wegverkeer). It wasn’t until 1951 that the license plate system we know today was introduced, featuring a combination of three pairs of letters or numbers.

The Dutch license numbers consist of a combination of 2 letters and 4 numbers or 4 letters and 2 numbers arranged in pairs. Before 1951, extensive research was conducted to determine the best combination of letters and numbers. Numerous visual possibilities were tested for recognition. The current license plate design, divided into three groups of two characters, proved to be the clearest and most quickly recognizable. This is crucial because the owner of a vehicle must be quickly and easily identifiable in certain situations.
Until 1951, vehicle documents were issued and registered by the Provincial Executive. The number licenses were personal and issued ‘for life’ (of the holder). Each province had one or two fixed letters, followed by a maximum of five numbers. Below are the letters assigned to each province:

A = Groningen
GZ = North Holland
B = Friesland
H = South Holland
D = Drenthe
HZ = South Holland
E = Overijssel
K = Zeeland
M = Gelderland
N = North Brabant
L = Utrecht
P = Limburg
G = North Holland
R = Departments

The new series began with two letters placed before four numbers. The first plate issued was ND-00-01.
In 1965, letters were placed after the numbers. The first plate then was 00-01-AD. In 1973, the first license plate was issued with letters between the numbers. That was 00-AD-01. In these three series, the letter combinations SA and SS were omitted, as they were reminiscent of World War II. After these series were exhausted, license plates with four letters and two numbers began. The first plate (DB-01-BB) was issued in October 1978.

After this series filled up, it was time for a different combination. The letters came before the numbers. DB-BB-01 was the first number and was issued in September 1991.

From June 1999, the numbers appeared before the letters. The first number was 01-DB-BB.
Current series of four letters and two numbers exclude vowels. This is to prevent unwanted word formation. The letters C and Q are also not used because they look too similar to a zero.

Types of license plates:

License plate for passenger cars, commercial vehicles, and trailers
The vehicle license plate features the EU symbol with the NL sign included in the foil. The size is 52 by 11 centimeters. No more than two license plates may be issued per vehicle (one for trailers). The license plates must be fully visible. No couplings (tow bars) or other objects obstructing the clear view of the plate are allowed. This license plate is for trailers with a maximum permissible mass of more than 750 kg.

White license plate for trailers, caravans, and bicycle carriers
The white license plate is for towed equipment such as trailers and caravans, where the empty weight plus the maximum load capacity is less than 751 kg, and for bicycle carriers. The plate has no EU symbol or NL sign. This license plate can be supplied indefinitely. Items obstructing the view of a license plate must also have a white license plate.

Motorcycle license plate
The motorcycle license plate features the EU symbol with the NL sign included in the foil. The license plate measures 21 x 14.3 cm. One new license plate is issued per motorcycle.

Moped license plate
Since September 1, 2005, mopeds and scooters have their own license plate. The license plate comes in a horizontal layout of 14.5 x 12.5 cm and a vertical layout of 10 x 17.5 cm.
The moped license plate has a yellow background with black characters, and the scooter license plate has a light blue background with white characters. The license plate has no EU logo but does have a hologram. One license plate is issued per moped.
The moped license plate is used for all vehicles falling under the definition of moped, including scooters, microcars, bicycles with auxiliary motors, and electric scooters.
As with passenger cars, there are special license plates for mopeds. These have the same dimensions as the other moped license plates but come in different colors:

  • Dealer license plate (green background with black characters) used for
    mopeds in dealer stock for test drives.
  • License plate for trailers (white background with black characters)
    for trailers behind mopeds
  • Temporary license plate (white background with black characters)
  • Seven-day license plate (white background with black characters)
  • Single-day license plate (white background with black characters)
  • Export license plate (white background with black characters)
    The export and single-day license plates do not need to be issued by the approved license plate manufacturer and can be produced independently.

Temporary license plate
Available only after the loss or theft of the license plates. This license plate is designed without the EU emblem and NL sign and has a limited validity period. The month number is displayed on the left of the license plate. The license plate is valid until the end of that month. If one of the two license plates is missing or stolen, the vehicle must be equipped with a temporary license plate at the front and rear.

Export license plate
Vehicles being exported abroad must display white export license plates with black characters when leaving the country on public roads. The export license is issued on the condition that the vehicle is still APK approved.

Dealer license plate
Available only to recognized companies in the automotive or motorcycle industry. The new license plate for recognized companies in the automotive or motorcycle industry is light green with black letters and numbers. These plates are used, among other things, to allow customers to take test drives and are only available to recognized companies in the automotive or motorcycle industry.

Taxi license plate
Since December 1, 2000, all vehicles used for taxi transport are required to have blue taxi license plates. This was implemented to combat illegal taxi transport and provide clarity to taxi users. If the vehicle is not equipped with these plates, it is not allowed to provide taxi transport.

Dark blue license plate
The dark blue license plate is intended for historic vehicles with a “date of first registration” before January 1, 1978, and whose license number consists of 2 groups of 2 digits and 1 group of 2 letters.

Special license plates
There are special license plates for certain groups of people. Consider the Royal House with AA or diplomats and embassies with CD. These are yellow and have a black border and a blue area with the EU symbol and NL sign.

American license plate
The small, American 18:2 license plate is intended exclusively for vehicles for which the registration certificate notes that this license plate is allowed. The condition for using the small plate is that it is mentioned on the registration certificate.
